Council Committees


Murewa Rural District Council is quasi by the constitution of the Republic of Zimbabwe under the RDC Act (Chapter 29:13). The legislature is comprised of forty -two (42) Policymakers (39 Councillors and 3 Town Board Members) for the Rural District Council and the Town Board.


Finance Committee


Mission: The Mission of the department is to sustainably support and enhance corporate growth through prudent financial management.




The Finance Committee: It reports to the Full Council and consists of five members:
  • Ald Resta Dzvinyangoma - Chairperson
  • Ald Tafinyika Madziva - Vice Chaiperson
  • Councillor Nyarai Mabambe - Member
  • Councillor Lynn Gororo - Member
  • Ald Happymore Kashaka - Member

Committee Responsibilities
1. To improve and enhance the effectiveness and efficiency of revenue mobilization mechanisms.
2. To produce and make council annual financial statements audited within the time frame specified in the Public Finance Management Act.
3. Management of Capital funds.
4. To run strategic business units of council profitably.
5. To manage council assets (Insurance).
6. To monitor monthly council budget performance.
7. To consolidate council annual budget.

Audit Committee


Mission: The Mission and scope of the committee is to provide an independent, objective assurance and consulting service designed to add value and improve the council’s operations.





The Audit Committee: It reports to the Full Council and consists of five members:
  • Ald. T. Kabanda - Chairperson
  • Cllr C. Nhachi - Vice Chairperson
  • Ald. M. Gumira - Member
  • Cllr N. Chidima - Member
  • Cllr M. Mashapure - Member

Committee Responsibilities
1. To Consider The Appointment Of The External Auditor, The Audit Fee, And Any Questions Of Resignation Or Dismissal.
2. To Discuss With The External Auditor Before The Audit Commences The Nature And Scope Of The Audit.
3. The Committee Shall Monitor The Integrity Of The Financial Statements Of The Council.
4. To Review And Discuss The Risk Management And Compliance Initiatives Planned For The Year.
5. To Examine The Manner In Which Management Ensures And Monitors The Adequacy Of The Nature, Intent And Effectiveness Of The Risk And Control Infrastructure Of The Council.
6. To Obtain Reasonable Assurance With Respect To The Organization’s Values And Ethics Practices.
7. To Obtain Reasonable Assurance With Respect To The Organization's Governance Arrangements.
8. To Obtain Reasonable Assurance With Respect To The Organization’s Risk Management Arrangements.
9. To Obtain Reasonable Assurance With Respect To The Organization’s Management Control Framework.
10. . To Obtain Reasonable Assurance With Respect To The Organizations Procedures For The Prevention And Detection Of Fraud

Local Economic Development Committee

It consists of five members:

The Gender Department

The Gender Committee: It consists of 5 members:

Committee Responsibilities
1. To Consider And Recommend To Full Council On All Matters Relating To Gender Mainstreaming In Service Delivery And Budgeting.
2. To Promote Equal Access To Education For Boys And Girls And Their Retention At All Levels Of Education And To Promote Access To Training Opportunities For Men And Women, To Make Possible Their Equal Participation In The Workplace, Marketplace And In Governance Structures.
3. To Reduce All Forms Of Gender Based Violence In The District.
4. To Increase Gender Responsiveness Of The Environment And Natural Resources Management Strategies And In Climate Change Adaptation And Mitigation Initiatives.
5. To Promote Equality And Equity In Access To Economic Opportunities For Men And Women In Murewa District.
6. To Promote Gender Sensitivity In Health Service Delivery.
7. To Ensure That The Constitutional And Legislative Provisions On Gender Justice Are Implemented And Gender Equality Targets Set In The District, National, Regional And International Protocols Are Achieved.

The Environment Department

The Enviroment Commitee Mission: The Mission of the department is to ensure the sustainable utilization of natural resources and the promotion of sound agricultural practices

Head of Department: Mr Serere John (Msc Strategic Management-C.U.T) (Bsc Geo and Env Studies-Z.O.U).

The Environment Committee: It reports to the Full Council and consists of five members:

1. To Formulate By –Laws On Environmental Conservation And Ensure Compliance Of The By- Laws And Other Statutory Instruments.
2. To Advice The Environment Committee On Legislative Issues Relating To Sustainable Natural Resources Utilisation.
3. To Draw Up, Implement And Monitor The Committee Budget.
4. To Promote The Peaceful Co-Existence Of Farmers Through Conflict Resolution Of Land And Boundary Disputes.
5. To Administer Pounds In Compliance To The Stock Trespass Act Chapter 19:14 And Council By Laws.

The HR & Administration Department

The Human Resources Commitee seated from left Cllr W Mutizwa ,Cllr B Nyambo,Cllr M Musiyarira ,Cllr Marume ,Cllr T Mukomberanwa Commitee ChairpersonMission: The Mission of the department is to sustainably support and enhance corporate growth through prudent administration management.

Head of Department: Mr. Raymond T. Mudautsi Diploma in Personnel Management (IPMZ) obtained in 2005 and a Bachelor of Science Honors Degree in Development Studies (ZOU) obtained in June 2015. He also holds short course qualifications/certificates in Personnel Procedures, Accounting, Computers and Procurement.
